Canadian peer-to-peer risk-sharing platform run by Calgary-based Besurance Corporation: users formed small pools to share specific risks, with refunds when claims were low and member-based claim decisions; it presented itself as a technology platform rather than an insurer.
2026 reality
besure.com returns HTTP 404 (observed 2026-10-17) and no current Besure offer was found. Fenchurch General Insurance Company, the Ontario specialty insurer Besurance acquired in 2019, is still active but was described by AM Best in December 2024 as owned by The Pandher Group through an intermediate holding company; the 2026 status of Besurance Corporation itself was not established.
In January 2019 Besurance, which described Besure as a SaaS platform for social insurance and peer-to-peer risk sharing, agreed to acquire Fenchurch General Insurance Company (completed 3 April 2019). In 2020 Besure launched a not-for-profit COVID-era income pool (CAD 10 contribution for two months of cover up to CAD 1,000), stating it was not insurance. No later Besure activity was found; by December 2024 Fenchurch was reported as owned by The Pandher Group.

REVIEW · Verified the Fenchurch acquisition (Canadian Underwriter, Jan and Apr 2019) and the 404 website. Found that Fenchurch is owned by The Pandher Group (AM Best, Dec 2024), which undercuts the 'independent' inference, so company-status changed to 'unclear'; removed the unverified FCNB licence-dates claim.
